The project fosters social cohesion by empowering communities for dialogue and common initiatives that contribute to the common good, trust in institutions, prevention of harmful narratives and violence. The project supports the institutions to take into account the citizens' recommendations resulting from the dialogue and implement concrete measures and policies that contribute to social cohesion. The project will be implemented in the period from January 2024. until January 2026. The project is implemented by UNDP, UNICEF and UNESCO in cooperation with the Government of Montenegro. and is financed by the UN Peacebuilding Fund.
The target groups of this initiative include women and men, children, adolescents and youth, educators, parents and guardians, as well as agents of change. Key partners in the project are the Government, local governments, intersectoral councils, the Assembly, the Institution of the Protector of Human Rights and freedom, civil society organizations, schools, universities, media and cultural institutions.
The project aims to transform the potentially negative effects of lack of trust and divided narratives and hate speech, gender-based violence and violence against and among children and young people in Montenegro to favorable outcomes. This implies community involvement, esp marginalized groups, in dialogue, which contributes to the construction of a common vision of the common good, increasing inter-community and institutional trust and strengthening the community's resistance to divisions and hate speech.
At the same time, the project aims to strengthen institutions, supporting them to respond to the results of inclusive dialogues, which reflect the common demands of communities. At the same time, the goal of the project is to support institutions to adopt and implement these recommendations and create inclusive, gender-responsive, legally based policies and social cohesion actions at the local and national level.
The project will achieve the desired impact through:
Strengthened capacities of local communities to engage in dialogue and initiatives that contribute to social cohesion.
Strengthened capacities of local communities for the prevention of hate speech, gender-based violence, violence towards and among children and young people.
Local self-governments and national institutions create Charters for social cohesion and concrete measures, based on the recommendations of citizens created at local dialogues.
Improved institutional capacities to support social cohesion and human rights.
Representatives of local communities discuss the vision of the common good through local dialogue platforms.
Institutions respect the recommendations of citizens resulting from local dialogues, by creating a Charter on Social Cohesion, and selected ideas are supported through the Innovation Laboratory.
Ethical journalism and solution-oriented media coverage are promoted.
Culture is promoted as a space for dialogue and learning about diversity.
Trust in institutions, positive narratives and acceptance of diversity are promoted.
